Why: Although Palpatine’s speech about the Republic being reorganized into an Empire was alright, I don’t think it was done very effectively. This is simply because of one thing; if you’ve ever seen a speech where big, drastic steps are taken and the speaker uses a loud tone to announce them, they are usually following another loud and passionate segment about why the decision must be made. In the movie, Palpatine seems to sort of start yelling out of the blue, without any kind of introduction to the decision, something that would really energize the Senate into accepting his decision and supporting it with “thunderous applause.” This could be played around with a bit to sound more effective.
How: Palpatine’s lines could be changed to be something like this: “This breach of security and stability will never happen again! And to ensure this, the Republic will be reorganized into the first Galactic Empire, for a safe and secure society.”
